TikTok US Security Chief to Testify Before House Committee
The chief security officer for TikTok U.S. will testify before a U.S. House committee on September 15, allowing lawmakers to ask critical questions about Chinese involvement in the immensely popular short-video app.
Chief Security Officer Will Farrell, who oversees data privacy and cybersecurity for the company, is scheduled to appear before the U.S. House Select Committee on China. This marks a significant moment, as it will be the first public testimony by a TikTok U.S. executive in the U.S. House since the company’s Chinese owner, ByteDance, finalized a deal in January to split the U.S. social media app from its global business.
Scrutinizing the ByteDance Split
ByteDance, which still retains a 19.9% stake in the U.S. operation, has disclosed very few details about the restructuring deal. The upcoming hearing will allow lawmakers to probe the specifics of the arrangement, as well as ask questions regarding U.S. President Donald Trump’s role in brokering the split.
The restructuring stems from a 2024 law that required ByteDance to sell the app or face a complete closure in the United States. Lawmakers had consistently expressed deep concerns that the company's management was beholden to the Chinese government, thereby posing a severe national security risk.
The New Joint Venture
Under the finalized deal, control of TikTok's U.S. operations was transferred this year to an American-owned joint venture—known as TikTok USDS Joint Venture LLC—to avoid a nationwide ban. The new entity's three managing investors are the cloud-computing giant Oracle, private-equity group Silver Lake, and the Abu Dhabi-based investment firm MGX.
House China Committee Chairman John Moolenaar previously stated last year that he intended to host the leadership of the joint venture for a public hearing in 2026. While a spokesperson for Moolenaar declined to comment specifically on Farrell's plan to testify, it is noted that Adam Presser, the CEO of TikTok U.S., is not expected to appear in Congress on September 15.
Meanwhile, Senate Judiciary Chairman Chuck Grassley publicly invited TikTok CEO Shou Zi Chew in May to testify about children's online safety alongside other major social media executives, though a definitive hearing date for that committee has not yet been announced.
