UK Brings Tech Giants Under Direct Financial Oversight

The British government has officially designated major cloud service providers—including Microsoft, Google, Amazon, and Oracle—as critical third-party suppliers to its financial sector. This landmark move brings some of the world's largest technology companies under direct regulatory oversight within the United Kingdom.

The decision reflects a growing concern among global regulators regarding the financial industry's heavy reliance on a handful of centralized technology firms.

Mitigating Systemic Risk and Technology Outages

As modern banks, insurers, and critical financial market infrastructures increasingly shift their operations to the cloud, they become inherently vulnerable to shared infrastructure failures. The UK government highlighted this dependency in an official statement:

"As banks, insurers and financial market infrastructures become increasingly reliant on cloud services, disruption at a major supplier could affect multiple firms at the same time, potentially impacting services customers depend on."

By implementing this new framework, regulators aim to strengthen the overall operational resilience of the financial sector. The ultimate goal is to minimize the risk of widespread economic disruption stemming from coordinated cyberattacks or massive technical infrastructure outages.

Strict New Requirements for Tech Suppliers

The newly designated entities include the regional branches of the tech giants:

  • Microsoft Ireland Operations Ltd

  • Google Cloud EMEA Ltd

  • Amazon Web Services EMEA SARL

  • Oracle Corporation UK Ltd

Beginning July 13, these companies will be jointly supervised by three major regulatory bodies: the Bank of England, the Prudential Regulation Authority, and the Financial Conduct Authority. Under this joint supervision, the tech firms will face stringent operational mandates. They will be legally required to undergo regular resilience testing, conduct thorough internal self-assessments, and immediately report any major technical or security incidents to UK authorities.

A Contrasting Regulatory Approach

The UK’s targeted approach focuses specifically on the dominant infrastructure players in the market. This stands in contrast to the broader regulatory net cast by the European Union, which designated 19 different technology and services firms under a similar digital resilience framework last November.

Despite the incoming compliance hurdles, the technology sector has signaled its willingness to cooperate. A spokesperson for Google Cloud noted that a well-implemented framework has the potential to enhance the long-term resilience of the UK’s financial ecosystem while increasing transparency and trust between tech providers and financial institutions.
