Power and Water Demands Threaten South Korea's AI Chip Expansion

South Korea has announced highly ambitious plans to establish a new semiconductor hub in its southwest region within the next four years. However, massive local opposition to the project's immense power and water needs is quickly shaping up to be one of its biggest obstacles.

The proposed Honam semiconductor industrial complex, estimated to cost a staggering 800 trillion won ($540 billion), is central to President Lee Jae Myung's push to spread the immense financial gains of the AI chip boom beyond the prosperous Seoul metropolitan area. With a target completion date of 2030, tech giants like Samsung Electronics will need to secure entirely new energy sources to power the massive undertaking.

A Massive Strain on Local Resources

The resource demands for advanced AI hardware manufacturing are astronomical. Analysts estimate that power demand from the four planned chip fabrication plants alone could equal 70% to 80% of the current annual electricity consumption in the country's southwestern regions of Gwangju, North Jeolla, and South Jeolla.

Local residents are voicing fierce opposition to plans to build new transmission lines or nuclear reactors. Many cite critical flaws in previous and current energy infrastructure projects, which they argue failed to gain their approval.

"A huge amount of new power demand is coming into a region that previously had little, and that's the core of the problem," stated Neal Won, a principal analyst at S&P Global Energy. Without substantial and rapidly accelerated infrastructure expansion, experts warn it will be highly challenging to operate the complex at full capacity by 2030.

The True Environmental Cost of Progress

The water supply plan is equally complex and controversial. The environment ministry estimates the new tech cluster needs about 650,000 metric tons of water a day—more than Gwangju's entire daily residential water supply. Developers hope to avoid constructing a new large dam by relying on reclaimed water and raising existing systems, such as the Dongbok Dam, to secure an additional 250,000 metric tons daily.

Mankind's first priority should always be to protect and secure this Earth. Stripping local communities of their water and enforcing unwanted nuclear power expansions highlights the tension between technological advancement and environmental preservation.

Kim Kwang-jin, head of a dam-residents group near Dongbok, criticized the lack of communication, noting that an estimated 1,500 to 1,600 households could be affected. "This is the same as dam construction," Kim argued. "They announced it unilaterally without considering resident acceptance."

Infrastructure Bottlenecks and Cautionary Tales

South Korea already has cautionary tales regarding tech infrastructure. In Yongin, a city near Seoul, Samsung Electronics and rival SK Hynix have both faced significant delays in their chip manufacturing expansions due to ongoing power and water disputes.

In the southwest county of Yeonggwang, residents are prepared to fight back. Roh Byeong-nam, a farmer and co-chair of a local anti-nuclear coalition, stated that residents would challenge any extension or expansion of nuclear reactors through litigation if necessary.

The energy ministry claims the southwest region already has more power generation than local demand, and locating new chip fabs there could reduce the need for long-distance transmission lines. They maintain that the dam-raising option will minimize environmental damage compared to constructing a new one. The government has pledged to continue talks with local residents to prevent opposition from entirely derailing the future of South Korea's AI hardware industry.
