France’s Under-15 Social Media Ban Meets the Age Verification Puzzle
France's parliament is moving forward with a sweeping legislative proposal to ban social media access for children under 15, following in the groundbreaking footsteps of countries like Australia and Indonesia.
While lawmakers are aligned on the goal of protecting youth mental health, enforcement authorities and tech companies are facing a complex technological puzzle: how do you accurately and safely verify a user's age without violating digital privacy?
Here are the primary methods currently available and the challenges they present.
Government ID Verification
The most obvious solution is requiring users to provide a scan of a passport, driver's license, or official identity document.
However, this method has severe limitations. Teens often bypass this by using an ID belonging to a friend or relative who meets the age threshold. Furthermore, forcing users to upload government documents opens up massive privacy risks, potentially deterring adults from accessing platforms because they do not want to hand over highly sensitive data to social media corporations.
Under its own ban (in force since December 2025), Australia explicitly told social platforms they were not allowed to require government ID. Instead, platforms must turn to third-party verification services—such as checking Australian bank accounts or using specialized companies like k-ID. In France, similar "double anonymity" systems are being explored. Under this system, the user proves their age to an independent verification service, which then sends an anonymous confirmation to the social platform without revealing any identifying details.
The Digital Wallet Solution
Several EU member states, including France, have recently begun testing an age verification app created by the European Commission.
This app acts as a secure intermediary. Users offer an official ID to the app, which then provides age confirmation to restricted sites on their behalf when the user approves a notification on their smartphone. The EU ultimately plans to include this service in its in-development digital wallet.
By utilizing advanced cryptographic schemes known as "zero-knowledge proofs," the system can mathematically prove that a user is of age without ever passing their sensitive personal data to the tech companies.
AI Selfie Analysis
Some platforms are attempting to bypass document uploads entirely by using artificial intelligence.
Snapchat allows Australian users to take a selfie that k-ID analyzes to estimate their age. Meta (the parent company of Facebook and Instagram) has turned to London-based startup Yoti for its version of the system. Yoti's AI takes less than a minute to provide an age estimate and immediately deletes all user data once the analysis is complete.
Despite the convenience, this method faces heavy scrutiny. Observers fear that false positive or negative results routinely affect people hovering around the threshold age. Furthermore, because these tools gather biometric data, they must meet incredibly strict legal requirements under Europe's General Data Protection Regulation (GDPR).
Behavioral Data Analysis
Most social networks already bar under-13s in their terms of service, relying on automated monitoring tools to detect when minors are behind the screen.
These algorithms search for potential indicators of underage users, such as profile pictures, birthday messages, or the type of content they choose to explore. TikTok, for instance, stated it deleted 642,000 accounts suspected to belong to under-13s in France in 2024 based on these signals.
However, utilizing heavy data mining techniques to profile users faces deep privacy questions of its own, especially since the EU strictly bans targeting ads at minors. As France finalizes its legislation, the tech industry will have to find a delicate balance between rigorous child protection and the fundamental privacy rights of all digital citizens.
